Correctly packaged, provided as three parts with the hex key to screw them together on the cycle. The sticker can be removed to see the carbon fiber handlebar. The frame cannot be opened on the handlebar side, you must push on the screw to insert the bar. On the cycle side, the frame can be opened as shown on the second picture so it's easy to move in place. Once screwed, the extension looks nice and secure, I can lift the entire cycle with the handlebar. I recommend this item.

Really good way to mount accessories. I only use 1 clamp bracket, to middle of the carbon tube. Garmin GPS mounts directly in front (using standard quarter-turn mount attached to carbon tube), headlight hangs underneath and to the side (so less reflection glare from shifter cables). Absolutely solid mount. Better solution than a dedicated out-front Garmin mount, more uses, at a fraction of the price. Brand sticker on the carbon tube was ugly, and glue was difficult to remove. Wish it wasn't there.
