The chip on this device is a Silicon Labs CP2102, not the FT232 in the title. You can see the board says "CP2102 Breakout" in the picture. The board has 1 LED, for power. There are 8 pads on the edges of the board, labelled RST, DSR, RTS, 3v3, SPD, SPD\, RI, DCD. There are pads where the voltage is connected to 5 volts. This could be cut and connected to 3.3 volts with a soldering iron. I connected a GPS module to my Linux PC with this and it worked as expected. The silabs web site has drivers for this chip but I did not use them.
