It's a knockoff of a product that was on Kickstarter called the Sea to Sky (https://www.kickstarter.com/projects/351938236/sea-x-sky-the-waterproof-backpack-that-fits-in-you). The Sea to Sky added a chest strap with whistle which is not present on this version but otherwise that page is more informative than the product page here. The main thing to know is that the bag is meant to be light and waterproof, and it is. I've tested it and it's pretty high quality. You should buy it if you want a portable, waterproof travel backpack (e.g. as a light daypack). The page here dubiously bills the main compartment's roll-top closure as an anti-theft feature, but it's actually so it can function as a dry sack, unlike most bags where water can get in through the zipper. Good product.
