Really good capture card for the price , it has its kwirks but the benefits outweigh it by far, it can capture HDCP content, and works at odd frame rates like if you own a Mister :) I did a video review of it here https://youtu.be/tbT4H5mxlPQ

Q: can it capture 4K30fps video source and save it as 4K video file to pc?

HPZeta Noonly 1080p60 capture, you can input 4k30 and it will pass trough but will only capture at 1080p60
